The CRC’s mission is to provide free access to technology and information in order to achieve the ideals embodied in Article 19 of the Universal Declaration of Human Rights: that all people have the right to seek, receive and impart publicly available information and ideas through any media and regardless of frontiers.
Haystack is a new program designed to provide unfiltered Internet access to the people of Iran in the wake of the Islamic Republic’s violent repression of political dissidents in the aftermath of the recent elections.

The first element in safeguarding the right to seek, receive and impart information and ideas, is to create a research infrastructure that can monitor, detect changes, and understand how censorship is being deployed. Creating and updating this infrastructure is an ongoing process which is key to all of the CRC’s initiatives.
The second element is the human element. The CRC seeks to educate those impacted by unjust restrictions on free speech and to inform them of the wide variety of tools available to help them bypass these restrictions.
The third element is technology. The CRC actively produces unique software that can target and bypass a specific filtering and censorship technologies employed to block normal access to communications and the internet. When other tools are available, the CRC will help bolster their use and effectiveness in the affected community.
